Keane Foundation Board Of Directors:

Judy Keane President

Wife of Richard M. Keane, who passed away in the World Trade Center on September 11th. Judy has been a resident of Wethersfield for most of her life and mother of 5 sons, and 7 grandchildren.

She is President of the Richard M. Keane Foundation, an organization established to create the 9/11 Memorial Sports Center and programs for children and their families in the community. The Keane Foundation offers after-school programs, sports activities, and grants in the community.

Mark Wallace Co-Treasurer

Mark has been a board member and Co-Treasurer since 2006. He is a retired banker, having spent 40 years working for Shawmut Bank, Wachovia Bank, and Liberty Bank. His expertise was in Retail Banking where he managed large groups of bank branches in CT and MA. During his career, he served on several local United Way and Chamber of Commerce boards.

He has a B.S. in Business Administration from the University of New Hampshire and an MBA from the University of CT. Mark and his wife, Roberta, have lived in Wethersfield for over 40 years and have two sons and two grandchildren.


Mia Caulfield Secretary

Mia has been a member of the Board of the Keane Foundation for over 10 years.  She has been active in many of the fundraisers over the years. 

Mia works at Central Connecticut State University in the Fiscal Affairs Division.  She graduated from Merrimack College with a Bachelor of Science Degree.  Mia has resided in Wethersfield since 2002. 

In her spare time, she enjoys watching her son’s sporting activities, exercising, gardening, reading, and playing golf and tennis.

Barbara Bellas Director

Barbara has supported many fundraisers and participated on many committees during her tenure as a board member.  In 2002 Barbara established the Keane Foundation annual 5K along with Howie Greenblatt.  Barbara created the elementary school running clubs program that prepares students for the 5K. Barbara works as a secretary to the principal at Wethersfield High School.  She is also a member of the Wethersfield Youth Advisory Board.  Barbara is married to George Bellas and has twin boys James and Joseph.

Caroline Fazzina Director

Caroline Fazzina has been the Director of the Keane on Kids After School Enrichment Program since 2016. Her primary responsibilities are the design, planning, and coordination of Afterschool enrichment programs at all 5 Wethersfield Elementary Schools. Caroline believes in providing quality programs to children that can help them develop a sense of competence, confidence, and connection. Caroline has been very active for the past 10 years in the Wethersfield School System. She served as Co-Chair of the Wethersfield Schools Parent Council for 3 years. She has also overseen dozens of school events that provided volunteer opportunities that encourage parents to engage in the school community and her work led to being awarded the Wethersfield Public Schools Volunteer of the Year Award and the Wethersfield Schools Parent Council Volunteer Recognition Award. She holds a Bachelor’s Degree in Business Administration and spent 10 years in the IT field before focusing on a career in child development.


Tim Keane Director

Tim is one of Dick Keane’s five sons and is currently a member of the Board of Directors. Tim has a BS in Health Care Management from SUNY Institute of Technology, Utica NY, and an MS in Management from Rensselaer Polytechnic Institute, Troy NY. Currently, Tim is employed by The Hartford as Assistant Vice President of IT Procurement.
Tim enjoys golfing and soccer. Tim grew up and lived in Wethersfield for more than 20 years, and currently resides in Cromwell with his wife Heather and daughters Mckenzie and Lyndsey


Cristina Dieguez-Kuo Director

Cristina joined the Keane Foundation in 2019. She is the Campaign Director at Miss Porter’s School and prior to that, held various development roles at the University of New Haven and Fairfield University. Cristina received a BA and an MBA from Fairfield University.

Cristina and Fred reside in Wethersfield and have three children, Lucas, Javier, and Anabel. She is a religious education facilitator at the Church of the Incarnation and is an active volunteer with NephCure Kidney International, Inc.


Fred J. Kuo Director

Fred, along with his wife Cristina, joined the Keane Foundation in 2019. He is a Senior Associate Director of the Annual Fund for the Loomis Chaffee School. Prior to Loomis, Fred spent nearly two decades in higher education ranging from residence life, student activities, admissions, and athletics. Fred is a graduate of the University of Connecticut and holds a Master of Arts degree in Education from the University of San Francisco.

Fred’s father, Frederick Kuo Jr. was among those who died on September 11, 2001. Fred Jr. worked for Washington Group International and was in the South Tower when Flight 175 struck the building. He was also present during the bombing in 1993.

Fred and Cristina reside in Wethersfield and have three children, Lucas, Javier, and Anabel. He is active in the community as a coach (baseball, soccer, basketball) and Cub Scout Den Leader with Pack 246. Fred is also a Lector at the Church of the Incarnation.

Darcy O’Connor Director

Darcy has several years of expertise in Corporate Responsibility, and Social Impact. She previously led nonprofit board placements, national volunteer teams, employee sabbaticals, educational grants, and sponsorship programs along with giving, and service in communities. Additionally, she led nonprofit internship programs, disaster relief efforts, and numerous relationships with national and local nonprofit partners. Darcy has a B.S. in Business Admiration and a Master’s in Communications and Business Information, as well as a Corporate Citizenship Management Intensive Credential from Boston College.

Mike Patoske Director

Mike is a retired Detective from the Wethersfield Police Department where he has been employed since 1995. He has resided in Wethersfield for the past twenty years and is married with two children. He has been a volunteer with the Keane Foundation since 2013 and joined the board in 2015. Mike has coached youth sports in town and enjoys playing golf when time permits. Mike is a 1988 graduate of Dennis-Yarmouth Regional High School on Cape Cod and a 1992 graduate of North Adams State College in Massachusetts (Bachelor’s Degree in Business Administration).

Ted Pinto Director

Ted grew up in Hartford and he attended South Catholic high school. He graduated from Catholic University and served in the Washington D.C. National Guard. He and his wife Phyllis have been married for forty-five years. They have two children and three grandchildren. Ted attended elementary school with Judy and was fortunate to meet Dick though youth sports. He with his friends and later his son worked with middle school basketball teams in Hartford and Wethersfield for thirty-five years.

Mary Thibeault Director

Joining the Richard M. Keane Foundation Staff and the Board of Directors is Mary Thibeault. Mary recently retired (after 35 Years) from Wethersfield Parks and Recreation, and has decided to work with the Keane Foundation.

A lifelong resident of Wethersfield, Mary brings a wealth of knowledge about our After School Enrichment Programs, and our partnership with Parks and Recreation. 

Mary became involved with the Keane Foundation very soon after 9/11 when the Keane Foundation developed its goals and began to search for a way to make a 9/11 Memorial Sports Center a reality. Mary and Judy worked together through the planning, design, and construction of the 9/11 Memorial Sports Center at the Pitkin Community Center, culminating in its grand opening in 2008.  Mary has always said that the Sports Center was a “dream come true” for her as a Community Center Director!

As the focus for after-school programming shifted from exclusively providing programs at the 9/11 Memorial Sports Center and transporting students each day to the site, to providing programs held at each of the elementary schools,  Mary has been an essential component of the registration process.

Mary worked with Caroline Fazzina, the After School Enrichment Program Director, and Judy to create a partnership with the Parks and Recreation Department to provide online registration and payroll for all the programs.  This extremely successful, one-of-a-kind partnership has enabled thousands of children to benefit from after-school enrichment programming. “I am excited to work with the Keane Foundation in this new capacity to continue the partnership developed over so many years. What the Keane Foundation has been able to create and provide for the kids in Wethersfield is awe-inspiring and I’m so glad to be a part of it”.
